It pays it care staff above the minimum wage, it pays travel time and mileage. It does not employ anybody on a care visa. The company sources carers from locals who want to do good work in the community without being exploited. Home care in essence is a government regulated butler service.<\/p>\n<p>But often the reality for other carers is quite different.<\/p>\n<p>Read the article from the FT and tremble!<\/p>\n<p><a class=\"n-content-tag--author\" href=\"https:\/\/www.ft.com\/delphine-strauss\" data-trackable=\"author\">Delphine Strauss<\/a>\u00a0in London<\/p>\n<div class=\"article-info__time-byline-row\">\n<div class=\"article-info__time-byline-content\">\n<p class=\"article-info__timestamp-item\">Published Feb 11 2025 in the Financial Times<\/p>\n<p><a href=\"https:\/\/www.ft.com\/content\/703f6e77-27c7-4ad2-952a-6e3bfbc0016e\">Care workers routinely mistreated despite UK government efforts to tackle abuses, report finds<\/a><\/p>\n<\/div>\n<\/div>\n<p>Care workers who often incurred big debts to come to the UK are still routinely underpaid and<br \/>\nmistreated despite government efforts to address labour abuses in the sector, according to research<br \/>\nby Britain\u2019s biggest union.<\/p>\n<p>More than a quarter of migrant care staff were paid less than the statutory hourly minimum of<br \/>\n\u00a311.44, according to a Unison survey of 3,000 workers published on Tuesday, and more than half<br \/>\nwere not paid for time travelling between visits, a legal requirement.<br \/>\nA third said they had been threatened with dismissal if they complained about pay, hours, poor<br \/>\naccommodation or working conditions, and then risked deportation unless they found another<br \/>\nemployer to sponsor a visa.<br \/>\n\u201cGoing back was not an option,\u201d said Isioma, a 42-year-old who sold her house and belongings in<br \/>\nNigeria to come to the UK in 2022, when the government first opened the visa system to lower<br \/>\npaid care workers.<br \/>\nShe paid inflated fees of \u00a37,500 to secure a job but found herself sharing a three-bedroom house<br \/>\nwith 8 others and working fewer hours than promised, earning just \u00a3100 in her first month<br \/>\n\u201cThe first three months were hellish,\u201d said Isioma, who stayed with her bullying employer for a<br \/>\nfurther two years before she was able to fund her own training to secure a better job. Even after<br \/>\nleaving her previous role, she spoke to the Financial Times under a pseudonym for fear of<br \/>\nreprisals.<br \/>\nUnison said the design of the visa system left vulnerable workers reliant on their employer\u2019s<br \/>\nsponsorship and made this kind of exploitation all but inevitable in a<br \/>\nsector notorious for low pay and poor practice.<\/p>\n<p>\u201cCare staff who come here from overseas are shoring up a crumbling sector,\u201d said Christina<br \/>\nMcAnea, Unison\u2019s general secretary, urging the government to overhaul the visa system.<br \/>\nA surge in overseas recruitment in care was a big factor fuelling record net immigration of more<br \/>\nthan 900,000 to the UK in the year to June 2023.<\/p>\n<p>Monthly applications for care visas have since fallen sharply, from more than 18,000 at the peak to<br \/>\nabout 2,000 recently. This slide began before a ban on care workers bringing family to the UK took<br \/>\neffect and reflects tougher scrutiny of visa applications by the Home Office.<br \/>\nAt the same time, the government has been trying to help migrant workers whose employers have<br \/>\nlost their licence to sponsor visas, with a \u00a316mn fund set up to help them find new roles.<br \/>\nBut Unison\u2019s survey \u2014 which echoes the findings of a recent report by the Low Pay Commission, an<br \/>\nadviser to ministers on the minimum wage \u2014 suggests that efforts to curb widely reported labour<br \/>\nabuses have not made much difference on the ground.<\/p>\n<p><strong>Both unions and employers are calling for wider reform of the sector, saying that the way local<\/strong><br \/>\n<strong>authorities award contracts to the lowest bidder is rewarding rogue operators who undercut<\/strong><br \/>\n<strong>responsible employers.<\/strong><\/p>\n<p>Jane Towson, chief executive of the Homecare Association, which represents providers, said that<br \/>\nwhen the visa route opened in 2022, the Home Office was \u201chanding out sponsor licences like<br \/>\nSmarties\u201d to providers that had only just set up.<br \/>\nAs a result, many employers did not have enough work for the staff they had hired and ended up<br \/>\nbidding for contracts below the cost of provision.<br \/>\nTowson said the Home Office had now gone to the other extreme, refusing sponsorship requests<br \/>\nunless providers could give unfeasible cast-iron guarantees there would be work available.<br \/>\n\u201cIt\u2019s gone from the sublime to the ridiculous. No one can hire anybody,\u201d she said.<br \/>\nThe government said it was \u201cdeeply concerned\u201d about the report\u2019s findings and would take a \u201czero<br \/>\ntolerance approach\u201d to labour exploitation.<br \/>\nIt had already set out \u201cfirst steps\u201d to ban rogue employers from sponsoring overseas workers, and<br \/>\nwould help any care workers affected find alternative employment, the government added.<\/p>\n<p>Copyright The Financial Times Limited 2025.
