Our <\/span><a href=\"https:\/\/www.visiting-angels.co.uk\/cheshire-east\/which-council-to-contact-for-care\/\"><span style=\"font-weight: 400;\">guide to which council does what<\/span><\/a><span style=\"font-weight: 400;\"> covers the whole split.<\/span><\/p><p>\u00a0<\/p><h3><b>The hospital question<\/b><\/h3><p><span style=\"font-weight: 400;\">This matters because it decides where a discharge conversation happens.<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Whaley Bridge, Chapel-en-le-Frith and the northern edge<\/b><span style=\"font-weight: 400;\"> often route to <\/span><b>Stepping Hill<\/b><span style=\"font-weight: 400;\"> in Stockport.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Buxton and Harpur Hill<\/b><span style=\"font-weight: 400;\"> may go to Stepping Hill, Chesterfield or further, depending on the emergency.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Cavendish Hospital in Buxton is a community hospital.<\/b><span style=\"font-weight: 400;\"> It does not have an emergency department, and ambulances pass it. The same is true of Leek Moorlands.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">Cavendish matters a great deal for rehabilitation, outpatients and community services, and it is not where someone goes after a fall at two in the morning. Families new to the area frequently assume otherwise.<\/span><\/p><p><b>Whichever hospital treats someone, the council responsible is the one where they live.<\/b><span style=\"font-weight: 400;\"> A Whaley Bridge resident discharged from Stepping Hill is Derbyshire&#8217;s responsibility, not Stockport&#8217;s or Cheshire East&#8217;s, and that mismatch causes real delays if nobody spots it early. Our <\/span><a href=\"https:\/\/www.visiting-angels.co.uk\/cheshire-east\/care-after-hospital-discharge-macclesfield\/\"><span style=\"font-weight: 400;\">discharge guide<\/span><\/a><span style=\"font-weight: 400;\"> applies, with those numbers substituted.<\/span><\/p><p>\u00a0<\/p><h3><b>What it costs and who pays<\/b><\/h3><p><span style=\"font-weight: 400;\">The national rules are identical to everywhere else in England: capital limits of \u00a323,250 and \u00a314,250, the house disregarded for care at home, and a free care needs assessment as a legal right.<\/span><\/p><p><span style=\"font-weight: 400;\">Derbyshire calls the charge a community contribution and calculates it from a financial self-assessment, protecting income at the Minimum Income Guarantee level. Where services follow a carer&#8217;s assessment, Derbyshire does not seek a contribution from the carer.<\/span><\/p><p><span style=\"font-weight: 400;\">Attendance Allowance, at \u00a376.70 or \u00a3114.60 a week from April 2026, is not means-tested and applies the same here as anywhere. The Council Tax disregard goes to High Peak Borough Council rather than the county. There is more detail in our guide to <\/span><a href=\"https:\/\/www.visiting-angels.co.uk\/cheshire-east\/care-needs-assessment\/\"><span style=\"font-weight: 400;\">the assessment process<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p>\u00a0<\/p><h3><b>Winter, which is a planning issue rather than a complaint<\/b><\/h3><p><span style=\"font-weight: 400;\">The High Peak sits high, and the weather is a genuine operational factor rather than an excuse.<\/span><\/p><p><span style=\"font-weight: 400;\">The Cat and Fiddle road closes. Lanes around Taxal and the moorland edge drift. Dove Holes and Harpur Hill sit exposed. A round that takes forty minutes in July takes considerably longer in February, and a provider who has not thought about that will simply not turn up on the bad days.<\/span><\/p><p><span style=\"font-weight: 400;\">Questions worth asking any provider here:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Where do your carers live?<\/b><span style=\"font-weight: 400;\"> Carers based locally get through when carers driving up from the valley do not.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>What is your bad weather plan?<\/b><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Which visits do you prioritise<\/b><span style=\"font-weight: 400;\"> when the roads are difficult? Time-critical medication and people who cannot get up unaided should come first.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Who rings us<\/b><span style=\"font-weight: 400;\"> if a visit is going to be late?<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">Practical winter preparation matters too: a stocked cupboard, a charged phone, a key safe so nobody is left outside, and heating that works. Cold homes cause falls and chest infections, and our guidance on <\/span><a href=\"https:\/\/www.visiting-angels.co.uk\/cheshire-east\/signs-elderly-parent-needs-help\/\"><span style=\"font-weight: 400;\">the signs someone is struggling<\/span><\/a><span style=\"font-weight: 400;\"> covers what to check.<\/span><\/p><p>\u00a0<\/p><h3><b>Why provider choice is thinner up here<\/b><\/h3><p><span style=\"font-weight: 400;\">Being straight about this, because families in Buxton and Whaley Bridge often find it harder to get care than families in Macclesfield.<\/span><\/p><p><span style=\"font-weight: 400;\">Council rates are usually flat across an area, and rural rounds cost more to run because of travel. The Homecare Association puts the sustainable minimum price of an hour of home care at \u00a334.42 for 2026\/27, while councils pay an average of \u00a324.39. That gap bites hardest where distances are longest, so providers concentrate in the towns.<\/span><\/p><p><span style=\"font-weight: 400;\">The practical consequence is that early morning and rural calls are the hardest to staff anywhere, and the High Peak is both. Ask any provider directly whether they genuinely cover your village, rather than the nearest town.<\/span><\/p><p>\u00a0<\/p><h3><b>Local services worth knowing<\/b><\/h3><p>\u00a0<\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Call Derbyshire<\/b><span style=\"font-weight: 400;\">, 01629 533190, for assessments, equipment, occupational therapy and safeguarding.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Live Stronger for Longer<\/b><span style=\"font-weight: 400;\">, Age UK Derby and Derbyshire, 01773 766922, for free strength and balance and falls prevention, including postural stability classes.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Dementia support in Derbyshire<\/b><span style=\"font-weight: 400;\">, including singing and support groups for people with or awaiting a diagnosis.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Alzheimer&#8217;s Society Dementia Connect<\/b><span style=\"font-weight: 400;\">, 0333 150 3456.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>High Peak Borough Council<\/b><span style=\"font-weight: 400;\"> for Council Tax, the disregard and Disabled Facilities Grants.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">One thing to plan around: local government reorganisation was confirmed on 16 July 2026, and both Derbyshire County Council and High Peak Borough Council will be replaced by a new north Derbyshire unitary authority, expected in 2028. Nothing changes today, and it is worth knowing if you are starting a grant application that will run into 2027.<\/span><\/p><p>\u00a0<\/p><h3><b>Frequently asked questions<\/b><\/h3><p><b>Which council arranges care in Buxton?<\/b><\/p><p><span style=\"font-weight: 400;\">Derbyshire County Council, through Call Derbyshire on 01629 533190. High Peak Borough Council handles Council Tax, housing and adaptation grants.<\/span><\/p><p><b>Is Cavendish Hospital an A and E?<\/b><\/p><p><span style=\"font-weight: 400;\">No. It is a community hospital providing rehabilitation and outpatient services. Emergencies go elsewhere, commonly Stepping Hill for the northern part of the area.<\/span><\/p><p><b>Can a Cheshire provider deliver care in the High Peak?<\/b><\/p><p><span style=\"font-weight: 400;\">Yes, if they cover the address and you are paying privately or using a direct payment. If Derbyshire arranges the care, it will normally use its contracted providers.<\/span><\/p><p><b>What happens in heavy snow?<\/b><\/p><p><span style=\"font-weight: 400;\">A provider should have a plan that prioritises the people most at risk and communicates delays. Ask what it is before you sign rather than in January.<\/span><\/p><p><b>Do the funding rules differ from Cheshire?<\/b><\/p><p><span style=\"font-weight: 400;\">The national limits are identical. Derbyshire&#8217;s charging policy, contribution calculation and contact numbers are its own.<\/span><\/p><p><b>We are moving from Buxton to Macclesfield. What happens to the care?<\/b><\/p><p><span style=\"font-weight: 400;\">There is a continuity duty, so the new council must meet the needs identified by the old one until it has carried out its own assessment.
