Rates change, usually in April, so confirm the current figures before relying on them.\u00a0<\/span><\/p><p>\u00a0<\/p><h3><b>Staffordshire: Leek, Biddulph and Kidsgrove<\/b><\/h3><p><span style=\"font-weight: 400;\">Staffordshire publishes its charge as a straightforward hourly figure, which makes it easier to plan than most.<\/span><\/p><p><span style=\"font-weight: 400;\">Non-residential care is charged at <\/span><b>\u00a321.80 an hour<\/b><span style=\"font-weight: 400;\">, and the council publishes a table converting care hours into a weekly charge. Its own worked example: a plan of 11.75 hours a week produces a weekly charge of \u00a3256.15.<\/span><\/p><p><span style=\"font-weight: 400;\">Two points worth knowing. That is the maximum you could be charged for the hours in your plan, and the financial assessment decides what you actually pay, which may be less or nothing. And respite is charged at the actual cost the council pays for the placement rather than at the hourly rate.<\/span><\/p><p>\u00a0<\/p><h3><b>Derbyshire: Buxton, Harpur Hill and Whaley Bridge<\/b><\/h3><p><span style=\"font-weight: 400;\">Derbyshire calls the charge a <\/span><b>community contribution<\/b><span style=\"font-weight: 400;\">, and it is calculated from your financial assessment rather than published as a flat hourly rate.<\/span><\/p><p><span style=\"font-weight: 400;\">There is an online financial self-assessment to complete, with supporting evidence, which the council&#8217;s finance team reviews. Income is protected at the Minimum Income Guarantee level, and contributions are calculated weekly and usually collected every four weeks.<\/span><\/p><p><span style=\"font-weight: 400;\">One useful detail: where services follow a <\/span><b>carer&#8217;s assessment<\/b><span style=\"font-weight: 400;\">, Derbyshire does not ask the carer for a financial contribution. Cheshire East is a unitary council, so one organisation handles care and Council Tax. Its published personal assistant rate for people employing their own staff through a direct payment was \u00a316.21 an hour from April 2025, and it publishes a cost of care exercise and market sustainability plan.<\/span><\/p><p><span style=\"font-weight: 400;\">Adult social care there is 0300 123 5010.<\/span><\/p><p>\u00a0<\/p><h3><b>The border traps<\/b><\/h3><p>\u00a0<\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Two councils, not one.<\/b><span style=\"font-weight: 400;\"> In Buxton, Leek and Biddulph the care council and the Council Tax council are different organisations. Neither will transfer you smoothly to the other.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Council Tax disregard<\/b><span style=\"font-weight: 400;\"> for someone certified severely mentally impaired goes to the district or borough council, not the county. Worth four figures a year.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Disabled Facilities Grants<\/b><span style=\"font-weight: 400;\"> come from the district or borough after an occupational therapy assessment by the county. Families routinely ring only one and wait weeks.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Hospitals cross the boundary too.<\/b><span style=\"font-weight: 400;\"> Buxton and Whaley Bridge often route to Stepping Hill in Stockport, Kidsgrove and Biddulph to Royal Stoke. The council responsible is where the person lives, not where they were treated.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Moving across the border<\/b><span style=\"font-weight: 400;\"> triggers a continuity duty, so the new council must meet the needs identified by the old one until it has done its own assessment. Free, and before any money is discussed.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Claim Attendance Allowance<\/b><span style=\"font-weight: 400;\">, which is not means-tested and helps whatever the council decides.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Apply for the Council Tax disregard<\/b><span style=\"font-weight: 400;\"> through the district or borough council if dementia or a similar condition is involved.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Complete the financial assessment<\/b><span style=\"font-weight: 400;\"> when asked, with evidence ready.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ask about a direct payment<\/b><span style=\"font-weight: 400;\"> if you want to choose your own provider.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ask about NHS Continuing Healthcare<\/b><span style=\"font-weight: 400;\"> where health needs are complex.<\/span><\/li><\/ol><p>\u00a0<\/p><h3><b>Frequently asked questions<\/b><\/h3><p><b>Who pays for care in Buxton?<\/b><\/p><p><span style=\"font-weight: 400;\">Derbyshire County Council assesses and funds care, subject to a financial assessment. High Peak Borough Council handles Council Tax and Disabled Facilities Grants.<\/span><\/p><p><b>What does Staffordshire charge for home care?<\/b><\/p><p><span style=\"font-weight: 400;\">\u00a321.80 an hour for non-residential care, with a published table of weekly charges. If the council arranges the care, it will normally use its own contracted providers.<\/span><\/p><p><b>Do I pay for a carer&#8217;s assessment?<\/b><\/p><p><span style=\"font-weight: 400;\">No. Assessments are free, and Derbyshire states it does not seek a financial contribution from carers for services provided following a carer&#8217;s assessment.<\/span><\/p><p><b>What happens when the councils reorganise?<\/b><\/p><p><span style=\"font-weight: 400;\">Both areas have said services continue as they are.
